Abstract:

A novel controller for finding the best communication point is proposed for collecting data from a seabed platform by a single unmanned surface vehicle (USV) using underwater acoustic communication (UAC). As far as we know, extremum seeking based on climbing control is usually implemented by multiple vehicles or agents because of the large range of measurement and easy acquisition of gradient estimation. A single vehicle cannot rapidly estimate the field because of the limited extent for measurement; therefore, it is difficult for a single vehicle to seek the extremum point in a field. In this study, an oscillation motion (OM) is designed for a single USV to acquire UAC’s link strength data between the seabed platform and the USV. The field for UAC’s link strength is updated using new measurement from an OM of the USV based on a multi-variable weight linear iteration method. A controller for seeking the best UAC’s point of the USV is designed using gradient climbing and artificial potential considering iterative estimation of an unknown field and an OM operation, and the stability is proved. The reliability and efficiency are shown in simulation results.

Abstract: It is becoming an important social problem to make maintenance and rehabilitation of existing short and medium span(10-20 m) bridges because there are a huge amount of short and medium span bridges in service in the world. The kernel of such bridge management is to develop a method of safety(condition) assessment on items which include remaining life and load carrying capacity. Bridge health monitoring using information technology and sensors is capable of providing more accurate knowledge of bridge performance than traditional strategies. The aim of this paper is to introduce a state-of-the-art on not only a rational bridge health monitoring system incorporating with the information and communication technologies for lifetime management of existing short and medium span bridges but also a continuous data collecting system designed for bridge health monitoring of mainly short and medium span bridges. In this paper, although there are some useful monitoring methods for short and medium span bridges based on the qualitative or quantitative information, mainly two advanced structural health monitoring systems are described to review and analyse the potential of utilizing the long term health monitoring in safety assessment and management issues for short and medium span bridge. The first is a special designed mobile loading device(vehicle) for short and medium span road bridges to assess the structural safety(performance) and derive optimal strategies for maintenance using reliability based method. The second is a long term health monitoring method by using the public buses as part of a public transit system (called bus monitoring system) to be applied mainly to short and medium span bridges, along with safety indices, namely, “characteristic deflection” which is relatively free from the influence of dynamic disturbances due to such factors as the roughness of the road surface, and a structural anomaly parameter.

Research on the Forecast of the BP Neural Network Based on the Orthogonal Test

Abstract:

The strategy for forecasting the BP neural network was researched on the basis of the training-studying samples that were obtained in the orthogonal test of L9(34). The self-contained orthogonal sample was the basic training and studying cell. When others samples were added into the self-contained orthogonal samples or the self-contained orthogonal samples were cut down, the forecasting results were completely irresponsible. On the same test condition and orthogonal test type, the self-contained orthogonal sample with large information content could forecast that with small information content at high precision. A new test-design approach was put forward. Namely, the self-contained orthogonal sample was obtained through the orthogonal test, and then, the values of all other samples whose factors were the same as that of the self-contained orthogonal sample could be forecast in the BP neural network and its precision was considerable high. Therefore, the time and labors were enormously saved.

Evaluating the Methods for Assessing Implementation Effects of River Chief System in China

Abstract:

Establishing a river chief system is stipulated in the newly amended Law of the People’s Republic of China on Prevention and Control of Water Pollution, which clarifies the liability of party or administrative heads at various levels for water environment rehabilitation in their own administrative regions. In this article, we analyze the implementation effects of the river chief in China, current assessment methods, and their deficiencies, and propose two quantitative assessing methods: (1) comprehensive water quality assessment for the cross sections of rivers and lakes and (2) assessment using the pollutant load intercepting rate of sewer networks, aiming to improve the scientific rationality for effect assessment of the river chief system. With Suzhou Creek rehabilitation in Shanghai as an example, application of the comprehensive water quality assessment method was introduced. By analyzing the pollutant load intercepting rate in various provinces (autonomous regions or municipalities) in China, we find that on average 34% wastewater is still discharged into water courses in an untreated state, leading to repeated occurrence of water quality deterioration. Introducing the comprehensive water quality assessment and the pollutant load intercepting rate into the river chief assessment will effectively push the government at all levels to concentrate their human, material, and financial resources onto urban drainage network correction and the interception of pollution sources discharged into watercourses.
